CONTAINMENT BRIEF: Successful containment of PH-010 is dependent on the continued cooperation between PARA and the League of Providence. While containment procedures in TL-ALPHA-001 can be reliably carried out by PARA, they are only fully effective if the corresponding procedures are carried out in PL-009-1916001 (henceforth referred to in this document by UNID number AC-OMEGA-001) by the League of Providence.

PH-010 is to be contained in AC-OMEGA-001 by annual implementation of PROTOCOL-03 and Procedure 771-REBOUND, and monitoring warzones and areas of civil unrest for 010-Incursion Events.

PROTOCOL-03 consists of the following:

Use of PT-033-1916007 to input a “YES” command when prompted
Reporting results to superior

The purpose of PROTOCOL-03 is to ensure ensure PT-032-1916006 can initiate Procedure 771-REBOUND when necessary. Failure to carry out PROTOCOL-O3 will result in total containment breach and potential Valhalla-class Extinction Scenario.

Procedure 771-REBOUND is a localized entropic reversal of AC-OMEGA-001, temporarily repairing chronic time-space membrane deterioration exacerbated by 010-Incursion Events.

010-Incursion Events are detectable by the accompanying influx of Taze radiation. They cannot be predicted with total accuracy, but the majority meet at least one of the following criteria:

Event occurs in area undergoing extreme levels of human suffering
Event occurs amidst heavy fighting between military forces
Event occurs amidst large scale clash between civilians of a particularly brutal nature

010-Incursion Events are to be dealt with by Taskforce EPSILON-317 (“Shield Maidens”). Agents are to be assigned as liaisons within United Nations peacekeeping forces to act as early warning for probable Events. Combatants identified as or suspected to be PH-010 instances should be liquidated with extreme prejudice; Preferable method is by airstrike, but boots-on-the-ground strike teams are applicable to lessen collateral damage. Mobile Sakabe Membrane Stabilizer units are to be deployed to repair breaches, and Taze Collector Towers erected to minimize inter-universal particle bleed. Witnesses are to be detained, and may be administered antirecall if deemed a security risk.

The purpose of the League of Providence is to intercept 010-Incursion Events before they can escalate. To date, the majority of potential Events have been neutralized before they could reach Stage II.

Live PH-010 instances are not to be purposefully transported from AC-OMEGA-001 to TL-ALPHA-001 under any circumstances. Examinations of PH-010 instances may only be performed on deceased subjects, and require written approval by the High Command.

DESCRIPTION: PH-010 is an extra-universal human species tentatively named Homo bellator that exhibits the following traits:

Sociopathy
Heightened aggression
Sadism
Extreme militarism
Technological levels roughly exceeding that of modern first world powers by an estimated three decades.
Unknown means of perpetual replication

PH-010 is largely contained in AC-OMEGA-001, although it is likely not native to it. Society of PH-010 appears purely militaristic, with no evidence of culture outside of war and violence. Majority of PH-010 instances take active part in combat against perceived enemies. Non-combatants are known to be capable of armed and unarmed combat. PH-010 civilians have not been observed and are believed nonexistent. PH-010 frequently carries out coordinated attacks on League of Providence installations across PL-009, displaying considerable tactical expertise and military power. They possess no known goals outside of total extermination of the human population of the world they are currently invading.

As PH-010 has nearly identical physiology of baseline humans, it is no less vulnerable to gunfire, ordinance, blunt force, and other forms of damage that would affect ordinary humans. This makes disposal of PH-010 instances no more problematic than any non-anomalous human. However, despite an estimated two-thousand-million casualties as of this documentation, PH-010 has never surrendered or ceased its war efforts. Fewer than 20 tactical withdrawals have been recorded over nine decades of observation, and individual instances will fight to death, committing suicide to avoid capture. The means by which PH-010 replenishes its numbers has never been observed, but it is believed to be capable of self-replication through unknown means, rendering its total eradication unfeasible and likely impossible. It is believed this phenomenon is the reason for PH-010’s colloquial name, “the Myriads.” Due to the difficulty of studying individual PH-010 instances, it is not known if each new instance is a unique entity or a copy of a deceased PH-010 instance.

Recovered PH-010 subjects are of indeterminate and mixed race. The majority of observed instances have been male, although it is believed females account for up to 35 percent of PH-010 population at any given time. The reason for this disparity is not known at this time. Reports of juvenile PH-010 instances remain unconfirmed. PH-010 possess a complex spoken language that has characteristics of English, Spanish, German, Russian, Hindi, Chinese, and Japanese. Despite similarities to ALPHA languages, no attempt at translation has yet been successful.

Living instances of PH-010 are extremely hostile and will attack on sight. Armed targets who pose an active threat are typically killed outright using any means at hand. With unarmed targets, including those who have disarmed and surrendered, PH-010 instances will often engage in acts of torture and indiscriminate sexual violence, followed by execution or transfer to prison camp, where abuses likely continue until captives expire. Displays of distress by victims are typically ignored or further provoked. PH-010 instances appear to derive pleasure and entertainment from the suffering they inflict. What PH-010 does to captured enemies is not known, as recovered remains are typically too damaged for accurate autopsies to be carried out. Only 10% of captured victims have ever been recovered; none have been found alive.

Due to PH-010 instances’ tendency to commit suicide upon capture, only a handful of live subjects have been studied. Without exception, subjects have been violent and uncooperative, necessitating sedation or termination to prevent harm to researchers. No successful attempt at communication has been made. Autopsies have shown no significant deviations from baselines humanity, although higher than average levels of testosterone and adrenaline have been noted. Subjects must be force fed to prevent suicide by dehydration and malnutrition, which will progress at a slightly faster rate than in baseline humans. Seized materials from PH-010 encampments have revealed a diet of military-grade MRE. Subjects show remarkable resistance to viral and bacterial pathogens, rendering biological termination methods unfeasible. [NOTICE: as of Incident-010-1976003, testing on live PH-010 subjects outside of AC-OMEGA-001 is prohibited by High Command Order #688946.]

Technology used by PH-010 ranges from contemporary to as-of-yet undeveloped but theoretical. All technology appears to be manufactured by a single company, although it resembles products by various unrelated ALPHA arms manufacturers. All technology typical of a fully equipped military power, including nuclear weapons, have been observed. Weapons of mass destruction are seldom used. The reason for PH-010’s preference for conventional warfare is not fully understood, but given its typical displays of sadism, it is likely that impersonal forms of violence simply do not appeal to it.

Examples of technology not-yet-existent in TL-ALPHA-001 used by PH-010:

Vehicle resembling fire tender, sprays napalm instead of water
Barge carrying broadcasting tower capable of nullifying tazonic interaction
Powered armor
Piloted “mech” vehicles
Light-bending polyfiber used for optical camouflage

At present, PH-010 poses a RED level threat to ALPHA Continuum due to the associated phenomenon designated 010-Incursion Events. 010-Incursion Events occur when a breach forms between AC-OMEGA-001 and TL-ALPHA-001, allowing PH-010 to enter our world. Without exception, Events will take place in areas undergoing war, civil unrest, and human suffering on a massive scale.

010-Incursion Events are separated into five stages. At Stage I, PH-010 instances will gather at a location in AC-OMEGA-001 where a corresponding violent incident is occurring in TL-ALPHA-001. At Stage II, a breach large enough for one PH-010 instance to traverse at a time will form. At Stage III, PH-010 instances will begin to move through the breach. Once they have exited, instances will attack any humans they see, and attempt to set up a temporary encampment nearby. Stage IV occurs once PH-010 instances have gained a foothold and attempt to radio in more units through the breach. At this point, it is imperative that all instances are eliminated and the breach closed before Event reaches Stage V: Widening of initial breach and multiple “child” breaches and incursions within one area, allowing for transportation of additional units, heavy armor, weaponry, and vehicle support.

It is unknown if PH-010 consciously trigger breaches, or if they are a side effect of temporal-spatial disturbances exacerbated by the total Imaginary Field collapse around AC-OMEGA-001. Research is ongoing.

Due to chronic deterioration of time-space membrane of AC-OMEGA-001, PH-010 has a non-zero probability of becoming a BLACK level threat. Currently, the only known way to combat this is by annual implementation of PROTOCOL-03 and Procedure 771-REBOUND.

NOTABLE 010-INCURSION EVENTS: The following is a partial log of 010-Incursion Events. Full reports can be accessed by written request to Dir. Nelson J. Ector.

010-INCURSION-1011918 “Elaine”: The deadliest racial conflict in American history. Event escalated to Stage IV before B.P.I. agents were able to eliminate PH-010 instances, suffering three casualties. Local farmers who were defending property from white rioters assisted agents, killing majority of PH-010 instances. A 21-year-old African-American female named Mercy Benett was exposed to taze radiation, becoming an early PH-012-1916003 instance.
010-INCURSION-8141942 “Leningrad”: A Stage III Incursion Event taking place in Leningrad, Russia. PH-010 instances entered a nearby hospital, indiscriminately firing at anyone they encountered until they entered the cholera ward, where, over a period of aproximately three hours, they abused, tortured, and executed victims while Leningrad authorities laid siege. All PH-010 instances killed. 35 civilians, including hospital staff, and four law enforcement officers were killed. Incident remained classified until 2004, when NKVD records were released to PARA. League of Providence sealed breach in AC-OMEGA-001.
010-INCURSION-12291944 “Briscay”: A rare maritime 010-Incursion Event, apparently triggered by a battle between British and German naval forces. Escalated to early Stage V, but contained by League of Providence. Most PH-010 instances were killed when British forces sunk the German Narvik-class destroyer Z27 where most PH-010 instances had breached onto, and an unidentified vessel piloted by PH-010 instances. Survivors from both vessels were rescued by the Irish ship MV Kerlogue, but all PH-010 instances were extremely hostile, forcing the Irish sailors to kill them. Instances were unarmed and easily dispatched. A 17-year-old Irish female (at the time presenting as male) named Clover Donovan was exposed to taze radiation and became a PH-012-1916003 instance.

DISCOVERY:[CLASSIFIED]
